What has happened with Biden’s budget package so far?

Although the US House of Representatives had already passed Biden’s 2022 budget package, Democratic leaders recently faced the Senate Parliamentarian’s opinion regarding the immigration resolution in the spending bill:

  1. On September 19, the Senate Parliamentarian rejected the immigration language in the budget package, stating that, although opening a pathway to citizenship could indeed impact the national economy, it is not entirely a budgetary issue.
  2. After this event, Democratic leaders slightly changed the immigration proposal in the budget package, but the Senate Parliamentarian rejected the Democrats’ plan B on September 29.

Under these proposals, more than 793,000 unused Green Cards would be available again, allowing certain eligible immigrants to receive LPR (Lawful Permanent Resident) status.
