The MPP – A policy that came close to ending permanently

Former President Donald Trump always emphasized the need to restructure local immigration processes in order to implement a merit-based immigration system.

This means that the US should, in his view, reduce and narrow international or humanitarian aid and increase eligibility requirements to attract only the brightest minds from abroad.

Speaking specifically about political asylum, a humanitarian option available to people fleeing persecution and other risky situations, the Trump administration used to say that asylum seekers take advantage of the local immigration system to reside in the US for several months, knowing that their immigration cases would be denied.

Thus, in 2019, the previous administration officially implemented the MPP (Migrant Protection Protocols) policy, popularly known as “Remain in Mexico”.

This rule states that asylum seekers must remain in Mexican territory until they legitimately receive political asylum status.

In early 2021, the new administration, led by President Joe Biden, suspended this policy and then permanently rescinded it in June.

Unfortunately for asylum seekers, a federal judge in Texas ordered the Biden administration to reimplement this policy in mid-August.

The Biden administration must reimplement the MPP

In light of the Texas judge’s verdict, which was upheld by the US Supreme Court, the Biden administration is trying to create new agreements with Mexico to reinstate the MPP policy in a more gentle and humane way.

It is worth mentioning that, under the Trump administration, hundreds of thousands of asylum seekers lived in temporary camps under the MPP rule, at the mercy of natural disasters, epidemics, food shortages and local gangs.

As a result, the current administration is attempting to change the conditions for asylum seekers who must wait in Mexico under this policy.

Advocates comment on the MPP reimplementation

Following the ruling in favor of the MPP policy, dozens of immigrant rights advocates and activist groups have raised their voices, stating that reviving this program could have devastating consequences for asylum seekers, who are in dire need of international protection.

They state that the arguments of the plaintiffs (Texas and Missouri) are not strong enough to prove that the influx of asylum seekers is a burden to their territories, even more so considering that the processing of asylum seekers is usually quite strict in the border territory, which includes constantly monitoring these migrants.
