The two proposals that generated the most controversy

The MPP Policy

The first proposal was to rescind the MPP (Migrant Protection Protocols) or “Remain in Mexico” policy, which requires individuals seeking political asylum in the US to remain outside the country while their applications are approved.

Despite efforts by Democrats to eradicate this rule and in the midst of a seemingly never-ending legal battle, the Fifth Circuit Court of Appeals ruled that the MPP should remain in place.

Biden’s social spending bill

The second proposal was the Build Back Better agenda, which sought to include several important immigration provisions in the budget package. However, the Senate Parliamentarian rejected this bill three times.

After learning of the ruling by the Parliamentarian, who is the Senate’s policy advisor, Democratic Senator Joe Manchin stated that he would not support Biden’s spending bill, almost completely closing the door to immigration reform.
