Are Biden’s Immigration Plans Part of the Country’s Past?

Is Biden implementing previously used immigration strategies?

Biden’s plans to help Central America

President Joe Biden already knew he was going to face a gigantic challenge related to massive irregular migration, but he never thought it would reach the current numbers. In fact, after winning the November 2020 election and before taking office in January 2021, President Biden unveiled a strategy to help Central American countries improve local conditions and pave the way to reduce irregular migration from this region.

Monetary Assistance

Among Biden’s immigration projects was a $4 billion investment plan to improve the quality of life for Central American citizens, combat violence and corruption, reduce unemployment rates in certain neighboring countries, and provide social services to families affected by extreme weather conditions. Under Biden’s plan, this investment would take place between 2021 and 2025, during his first term.

However, in light of the alarming surge in illegal border crossings that the US has experienced since the beginning of the year, the Biden administration has invested in the Central American territory earlier than expected. For instance, Vice President Harris announced in late April that the US would send a total of $310 million to El Salvador, Guatemala and Honduras to reduce famine in the region in order to address mass irregular migration, which is strongly linked to precarious conditions in other countries.

Specialized training

Aside from sending monetary assistance to Central American countries, the Biden administration has also offered border force training courses for neighboring territories, which would essentially allow US immigration officers to train and prepare immigration officers from certain Central American countries to enforce immigration law at their borders and help curb mass irregular migration before it reaches North America.

Is Biden implementing previously used immigration strategies?

The Biden administration has high expectations with these immigration plans. However, it is important to understand what history tells us about this kind of strategies. According to a recent report by The Nation, the Biden administration is reusing immigration proposals previously implemented by other governments, but which have never had the expected results.

According to the report, Biden is promoting “foreign investment in Central America’s export economy, while building up militarized ‘security’ in the region”. In the past, this approach to irregular migration has never brought humane and lasting solutions to the problem plaguing the Central American territory, which is related to violence, corruption and lack of opportunities, but on the contrary, increases social division and could also generate even greater civil conflict.

Therefore, if the Biden administration really wants to tackle irregular migration, it should focus on implementing new policies, those that improve the local immigration system and at the same time strengthen and boost the Central American economy to move towards success as a region and not only as a country.
